Ireland’s Building Energy Rating (BER) system underwent a significant change on the 24th May 2026, by introducing a new simplified energy-rating scale for both residential and non-residential buildings.
For homeowners, landlords, buyers and property professionals, the new system will make BER certificates easier to understand and allow energy performance to be compared more easily with buildings throughout the European Union.
What Has Changed?
Previously, Irish properties were rated using a 15-point scale with a range from A1 to G.
From the 24th May 2026, this has been replaced by a simpler eight-category scale as shown below:
A0 – A – B – C – D – E – F – G
Previous categories such as A1, A2, A3, B1, B2, B3, C1, C2 and C3 are no longer used for newly issued BER certificates.
What Is the New A0 BER Rating?
One of the more substantial changes is the introduction of A0, which is now the highest BER category.
A0 is intended for highly energy-efficient buildings that do not use fossil fuels.
This new category reflects the continuing move towards highly efficient, low-carbon buildings and the increasing use of heat pumps and renewable energy systems.
Are Existing BER Certificate Still Valid?
Yes. If your property already has a valid BER certificate issued under the previous rating system, you do not need to obtain a new BER simply because the rating scale has changed.
Existing BER certificates generally remain valid for 10 years from their date of issue (unless substantial changes to a property have been made such as insulation upgrades) and continue to be valid for requirements such as selling or renting a property.
What Information Is on the New BER Certificate?
The new BER system also provides more information than an overall rating.
The new certificate includes information such as:
- The building’s energy use
- Renewable energy contribution
- Whole-life carbon emissions expressed through Global Warming Potential (GWP)
- A QR code providing access to BER information and tailored guidance on improving the building’s energy performance
